Recently, under the active coordination of the National Copyright Administration of the Peoples’ Republic of China (NCAC), Tencent Music and Netease Cloud Music have reached an agreement on copyright cooperation of network music. Both parties will mutually authorized more than 99% of their music works. Meanwhile, they have agreed on long-term music copyright cooperation and will actively open their music works authorization to other network music platform. That Tencent Music and Netease Cloud Music agreement reached on copyright cooperation of network music contributes to the full authorization and widespread dissemination of network music works, and it will play a positive role in maintaining the good order of network music copyright, as well as establishing a good ecology of network music copyright.

Since the National Copyright Administration carried out the special remediation of the order of network music copyright in 2015, the piracy of network music has been effectively contained, and the order of network music copyright has improved significantly. Henceforth, it has been an important issue faced by the network music industry that how to promote wider dissemination of music works while strengthening their copyright protection. The National Copyright Administration has adopted various measures simultaneously to conduct supervision and coordination actively. Firstly, we arranged talks with several major music service providers and music companies, urging them to promote the full authorization and widespread dissemination of network music, exploring to establish a network music copyright authorization and operation mode in line with market rules and international practices; secondly, we further strengthened the regulation of the network music copyright, urging the music service providers and music companies to strengthen the management of their music resource copyright, so as to establish a good ecology of network music copyright; thirdly, we promoted Tencent Music and Netease Cloud Music to settle their long-standing copyright disputes and coordinated for music copyright cooperation between both parties.

The copyright cooperation between both parties is another positive result that the National Copyright Administration carries out the guiding principles of the 19th National Congress of CPC, consolidates the progress of network music copyright control and promotes the wide spread of network music. It is a positive measure that major network music service providers dedicate themselves to providing better music service for the majority of Internet users and promoting the orderly development of music industry. Next step, the National Copyright Administration will continue actively promoting the concerned parties of network music to abide by the copyright laws and regulations, market rules and international practices, to establish and perfect an orderly and sustainable mode for network music authorization and operation through good service, fair competition and diversified development, so as to promote the prosperous and healthy development of network music industry.
