Copyright Registrations of China: Facts and Figures 2019

In 2019, new progress in the national copyright registration of China has been made, with more than 4,186,549 cases of copyright registration, 21.09 percent up compared with the 3,457,338 cases in the previous year. The detailed facts and figures are as follows:

  

1. Registration of Copyright in Works

According to the copyright administrations of various provinces, autonomous regions and municipalities directly under the central government and the Copyright Protection Center of China, a total of 2,701,564 works were registered across the country in 2019, up 14.86% over the 2,351,952 pieces registered in the previous year.


Overall, the total works registered across the country have seen a steady increase in 2019. Specifically, the following authorities registered relatively more than their counterparts: Beijing (1,003,091 pieces, 37.13%); Shanghai (291,803 pieces, 10.80%); Copyright Protection Center of China (282,541 pieces, 10.46%);Jiangsu (246,607 pieces, 9.13%); Sichuan (171,060 pieces, 6.33%); and Chongqing (157,692 pieces, 5.84%). The total cases of copyright registered by the foregoing authorities added up to 79.69% of the national aggregate. Moreover, such provinces/autonomous regions/municipalities directly under the central government as Tianjin, Guizhou, Gansu, Inner Mongolia, Guangxi, Tibet, Jilin, Yunnan, Shanxi and Anhui have all seen their growth rate exceed 100% over 2018, while Shaanxi, Henan, Chongqing and Hebei have witnessed a higher-than-50% increase in the growth rate of their copyright registration for works.


As the type of works, artistic works were registered in the largest number, standing at 1,288,139 and accounting for 47.68% of the total registrations. They are followed by photographic works (1,015,620 pieces, 37.59%), literary works (179,314 pieces, 6.64%), and audio-visual works (88,230 pieces, 3.27%) in decreasing order of the number of pieces registered. The foregoing types of works account for 95.18% of the total works registered across the country. In addition, 35,232 phonograms (1.30%), 19,480 video recordings (0.72%), 17,283 musical works (0.64%), 16,075 graphic works (0.60%), and 42,191 models, plays, operas and architectures (1.56%), were respectively registered.

  

2. Registration of Copyright in Computer Software

According to the Copyright Protection Center of China, 1,484,448 pieces of computer software were registered across the country in 2019, with a year-on-year growth of 34.36%.


In terms of registration territory, the registrations are concentrated in the eastern China areas, where the number of software registered approximated 1.04 million, accounting for 70.2% of the national total. In particular, the registration in Guangdong, Beijing, Jiangsu and Shanghai, amounted to nearly 750,000 cases, covering 71.6% of the total in the eastern areas.


In terms of regional growth rate, the northeast China region saw the highest growth rate of 57.7%, 23 percentage points higher than the national level, followed by the central region (50.3%), the western region (40.1%) and the eastern region (29.6%) respectively.


In terms of registration province, Guangdong, Beijing, Jiangsu, Shanghai, Zhejiang, Shandong, Henan, Sichuan, Fujian and Hubei, in a decreasing order, registered relatively more software than other provinces/autonomous regions/municipalities directly under the central government. As a whole, they registered a total of 1.11 million software, accounting for 74.8% of the national total. In particular, Guangdong registered more than 250,000, covering 17.2% of the national aggregate.

  

3. Registration of Copyright Pledges

A statistical analysis of the Copyright Protection Center of China reveals that a total of 537 copyright pledges were registered across the country in 2019, down 1.83% year on year. The registrations involved 381 contracts, up 0.26%; 1,600 works, up 16.96%; 7.64312 billion yuan in principal debt, down 4.0%; and 7.300884 billion yuan in the amount of collaterals, down 12.74%, all on a year-on-year basis.  


Specifically, 361 copyright pledges involving computer software were registered, up 3.14% year on year. They covered 361 contracts, up 3.14%; 1,424 works, up 21.61%; 6.996814 billion yuan in principal debt, up 47.21%; and 6.678652 billion yuan in the amount of collaterals, up 43.38%, all on a year-on-year basis.

  

176 copyright pledges involving non-computer-software works were recorded, down 10.66% year on year. They concerned 20 contracts, down 33.33%; 176 works, down 10.66%; 646.306 million yuan in principal debt, down 79.86%; and 622.232 million yuan in the amount of collaterals, down 83.22%, all on a year-on-year basis.
