Mr. ZHUANG Rongwen, Han ethnicity, a native of Quanzhou City, Fujian Province, was born in February 1961. He joined the Communist Party of China  in June 1987. He holds a Doctor’s Degree in Engineering, and is a Senior Engineer.

Mr. ZHUANG is Vice Minister of the Publicity Department of the Central Committee of the Communist Party of China (CPC) & Administrator of the National Administration of Press and Publication of China (National Copyright Administration of China).

His previous positions are as follows:

l Technician of Chitan Hydropower Plant, Fujian Province

l Teacher of Hohai University

l Engineer, Senior Engineer, Deputy Director and then Director of the Business Department of Fujian Engineering Consulting Corporation

l Deputy Director of the Construction Bureau of Xiamen Haicang Investment Area (a temporary position)

l Director of Industry Division and then Director of Energy Division, Fujian Planning Commission

l Deputy Director-General and Party Group Member of Fujian Provincial Planning Commission

l Deputy Head of the Construction Department & Deputy Head of the Division of Mechanical and Electrical Installation Project of the Construction Department of the China Three Gorges Corporation, and Deputy General Manager of Changjiang Investment and Development Co., Ltd. (a temporary position)

l Deputy Director-General and Party Group Member of Fujian Provincial Development and Reform Commission
