Briefing on Jianwang Campaign 2017 Was Held by NCAC and Other Three Ministries or Administrations in Beijing

On January 16, National Copyright Administration of China, Cyberspace Administration of China, Ministry of Industry and Information Technology and Ministry of Public Security jointly held the briefing on Jianwang Campaign 2017 in Beijing. Since the launch of the campaign in July 2017, copyright enforcement and supervision agencies at all levels, working with the agencies of cyberspace administration , industry and information technology, public security and others , have checked 63,000 websites, shut down 2,554 infringing and pirated sites, deleted 710,000 infringing and pirated links, seized 2.76 million infringing and pirated products, investigated 543 cases related to online infringement and piracy, and dealt with 57 criminal cases involving RMB 107 million with public security agencies. Such efforts have further purified the network copyright environment and regulated the network copyright order. The campaign has achieved remarkable results.


Focusing on the hotspots and difficulty of current network copyright governance, the campaign implemented classified management by carrying out special copyright rectifications on key areas such as films, television programs, news, APPs and e-commerce platforms. It also dealt with a number of major infringement and piracy cases, creating a good network copyright environment for the success of the 19th National Congress of the Communist Party of China. Cases on the copyright infringement of film and television works such as jijidy.com, 22tu.cc and live broadcast on mobile phones website were investigated in Tianjin, Jiangsu, Guangdong and other places. 47 infringement and piracy cases of private theaters were dealt with in Jilin, Shandong, Jiangsu, Jiangxi, Fujian, Hunan, etc. A number of APP infringement cases, such as “MeWooVR” film and television piracy case, were successively investigated in Beijing, Shanghai, Chongqing, Liaoning and Hunan, which has expanded copyright regulation to mobile    internet. Cases on sales of infringing and pirated products through the e-commerce platforms, including Jian Feng Shi Dai, Yuan Fan Book Store, Duo Mi Music, were dealt with in Jiangsu, Hebei, Shandong, Anhui, and Shanghai. 10 central news agencies and new media websites jointly established “Chinese News Media Copyright Protection Alliance”. In Hebei, Shanxi, Liaoning, Jilin, Henan, Jiangxi, Fujian, Hunan, Guangxi and other places, the reprint order of various media news works have been regulated through issuing regulatory documents, releasing “white list” of copyright protection, and putting in place key supervision as well as other measures.


While carrying out special rectification of copyright, this special campaign continuously innovated on ways of network supervision and increased the coverage and influence of key supervision on network copyright. NCAC has further strengthened the key supervision on the copyrights of 58 large-scale video websites, music websites, literary websites and cloud storage companies, inspected randomly the copyright documents of 3480 works from 16 websites and ordered 1128 infringing works to be removed. 12 pre-warning lists were released to protect the copyrights of 202 key works. Special protection was provided to the 2017 CCTV Spring Festival Gala and outstanding domestic films like Wolf Warriors II and Youth, with 24845 pirated links deleted. This special campaign pays close attention to copyright issues in new areas by investigating and penalizing a number of infringement cases committed with new technologies, such as the Orange VR APP case in Beijing, the MTV235 case in Guangdong Province and the Talking Films A Bit WeChat account case in Inner Mongolia, which made some exploratory achievements of copyright protection in new technology area.


At the briefing, officials-in-charge from the Copyright Department of NCAC, Bureau of Network Comprehensive Coordination, Management, Law Enforcement and Supervision of Cyberspace Administration of China, Department of Information and Communications Administration of Ministry of Industry and Information Technology, and Bureau of Public Security Administration of Ministry of Public Security gave a summary on the campaign and advised on how to further online copyright management. Related copyright collective management organizations, copyright-related associations, organizations for copyright owners, the representative offices of the copyright foreign-related certification authorities in China and representatives of internet enterprises and news media attended the briefing.
