On the occasion of the approaching 25th World Intellectual Property Day, the Organizing Committee of the National Intellectual Property Publicity Week has decided to organize the 2025 National Intellectual Property Publicity Week. The aim is to comprehensively implement the guiding principles of the 20th CPC National Congress and the second and third plenary sessions of the 20th CPC Central Committee, thoroughly carry out the important instructions and discourses of General Secretary Xi Jinping on intellectual property (IP) work, and accelerate the overall advancement of building China into an IP powerhouse. The relevant matters are hereby notified as follows:
I. Guiding Principles
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we should fully implement the guiding principles of the 20th CPC National Congress and the second and third plenary sessions of the 20th CPC Central Committee. We should thoroughly study and apply Xi Jinping Thought on Culture and his important instructions and discourses on IP. We should firmly grasp the new cultural missions of the new era, closely align with the implementation of the Outline for Building an Intellectual Property Powerhouse (2021-2035) and the 14th Five-Year National Plan for Intellectual Property Protection and Application, disseminate the IP culture, and enhance the awareness of respecting and protecting IP throughout society. This event also seeks to create a favorable public opinion environment for the high-quality completion of the 14th Five-Year Plan for the intellectual property undertaking and the high-standard planning of the 15th Five-Year Plan for its development.

IV. Publicity Priorities
(I) Publicizing, studying, and implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. We should focus on publicizing the major progress made by local governments and departments in setting up sound long-term mechanisms for reinforcing commitment, acquiring knowledge, improving conduct and enhancing performance through learning,and thoroughly implementing the important instructions and discourses of General Secretary Xi Jinping on IP and AI work. We should effectively tell China’s IP stories both at home and abroad, highlighting the latest strides, accomplishments, changes, and dynamic spirit in our journey to build China into an IP powerhouse.
(II) Publicizing the achievements of comprehensive IP reform initiatives. Focusing on the further implementation of the guiding principles of the third plenary session of the 20th CPC Central Committee, we should publicize the work achievements and progress made by local governments and departments in further comprehensively deepening IP reforms, centered around “better incentivizing high-level scientific and technological innovation, better promoting high-level opening up, and better serving the establishment of a high-standard market system”. Publicity priorities should also highlight their efforts in implementing the major initiatives outlined at the plenary session, including “establishing an efficient system for the comprehensive management of intellectual property rights” and “moving faster to establish institutions and mechanisms for promoting the development of the digital economy”.
(III) Publicizing the vital role of IP-related initiatives in promoting economic and social development. In alignment with the high-quality completion of the 14th Five-Year Plan, we should conduct high-standard planning for development efforts in the 15th Five-Year Plan and showcase the achievements of local governments and departments since the 14th Five-Year Plan period. These achievements should cover efforts made in in-depth study and implementation of General Secretary Xi Jinping’s important discourses on “Five Relationships”, “Two Transformations”, and “Two Highest Standards” in IP work, as well as continuous promotion of high-quality IP creation, efficient utilization, high-standard protection, high-quality services, and high-level international collaboration. We should vividly demonstrate the crucial role of IP in incentivizing innovation domestically, promoting opening up internationally, and providing robust support for high-quality economic and social growth.
(IV) Publicizing the mutually supportive role of IP and artificial intelligence (AI). Emphasis should be placed on publicizing the innovative explorations and vivid practices of local governments and departments in leveraging their primary responsibilities and core functions to effectively harness the dual roles of IP as both an institutional and technological provider. We should focus on supporting AI advancement through high-value IP assets such as core patents, renowned brands, premium copyrights, superior new plant varieties, high-quality geographical indications, and advanced integrated circuit layout designs. Additionally, we should advocate for the role of AI in boosting IP creation quality, utilization performance, protection effectiveness, management capability, service standard, and international influence.
(V) Publicizing IP-related laws, regulations, and basic knowledge. Adhering to the principle of government guidance with social participation, we should leverage local characteristics and innovate promotional approaches. By employing new technologies and methods, we should launch group-specific and precise public outreach activities featuring distinct themes and diverse formats, including IP legal literacy campaigns, science popularization initiatives, and professional education programs. These efforts aim to enhance public awareness of IP protection and actively foster an IP environment characterized by “respect for knowledge, advocacy for innovation, integrity and compliance with the law, and fair competition”. This will contribute to the establishment of a world-class IP governance system, institutional frameworks, cultural environment, and talent pool, thereby providing stronger support and safeguards for high-level innovation and high-quality development.
V. Requirements
(I) Strengthening event organization and guidance. IP management departments, publicity departments, and market regulatory authorities at all levels should actively take on a leading and driving role, enhancing communication and coordination, innovating activity formats, and amplifying the impact of publicity efforts. Participating departments should fully acknowledge the importance of conducting Publicity Week activities, effectively bolster event organization and guidance, formulate detailed work plans, and ensure diligent execution.
(II) Highlighting the efficacy of publicity initiatives. All local governments and departments must, in alignment with the event arrangement and tailored to their unique contexts, carry out extensive IP publicity and education campaigns aimed at diverse groups including innovation entities, government officials, youth, and the general populace, utilizing a variety of channels. Efforts should be directed towards successfully organizing satellite events and additional activities and augmenting the pertinence and effectiveness of publicity endeavors, thereby consistently broadening the influence, scope, and degree of public involvement in the nationwide Publicity Week activities.
(III) Adhering rigorously to standardized management. It is imperative to strictly comply with the central Party leadership’s eight-point decision on improving work conduct and their specific implementation guidelines, firmly uphold the requirement for Party and government institutions to accustom themselves to tightening their belts, and conduct publicity activities in a diligent and frugal manner. Efforts should also be made to strictly enforce the responsibility system for ideological work, further building up the capacity of publicity platforms, conducting meticulous reviews of publicity content, and eradicating any practices of leveraging the Publicity Week for personal gain.
(IV) Conducting a thorough work summary. Each provincial IP office should meticulously review the activities undertaken, highlight distinctive features and accomplishments, and summarize exemplary experiences. Pertinent summary materials should be submitted to the Organizing Committee Office of the National Intellectual Property Publicity Week within seven working days following the conclusion of the Publicity Week activities.
