On November 5, the Fourth Hongqiao International Economic Forum and the Fourth China International Import Expo (CIIE) took place simultaneously in Shanghai. Zhang Jianchun, Vice Minister of the Publicity Department of the CPC Central Committee attended the Parallel Session on Intellectual Property Protection and Business Environment Optimization and delivered a speech.

Zhang Jianchun pointed out that since the 18th CPC National Congress, the CPC Central Committee with Comrade Xi Jinping as the core has attached great importance to IPR protection, including copyright. National Copyright Administration of China (NCAC) has earnestly implemented the important instructions of President Xi Jinping and the decisions and arrangements of the CPC Central Committee. Focusing on internationalization, socialization and specialization, NCAC has promoted international cooperation and exchanges in copyright, highlighted the strict protection and effective utilization of copyright, and actively promoted the building of copyright power. Notable achievements have been made in all respects, which have played an important role in promoting cultural prosperity, scientific and technological progress and economic and social development. In particular, copyright protection has been strengthened through carrying out the “Jianwang” Special Campaign for 17 consecutive years, effectively deterring and cracking down on copyright infringement and piracy, and further improving the business environment. All these efforts are conducive to maintaining China’s image as a reputable and responsible major country in international affairs, and ensuring China’s participation in international competition and cultural, economic and technological cooperation on a larger scale, in a broader range and at a higher level, and China’s opening wider to the outside world.

Zhang Jianchun stressed that NCAC will, with the guidance of President Xi Jinping’s important instructions, further strengthen the top-level design of copyright work and improve copyright legal system and the rule of law in copyright protection; channel greater efforts into copyright protection through intensified whole-chain protection and enhanced level of protection; further improve copyright management mechanism and enhance the cultivation, promotion, optimization and quality of copyright industry, promoting the sustainable and healthy industry development; further push forward international copyright cooperation mechanism by upholding the vision of a community with a shared future for mankind and sustainable development, be deeply involved in global copyright governance within the framework of WIPO, make greater contribution to building a more balanced and effective international copyright protection system and provide more Chinese wisdom to create a better future for international copyright development.

The Fourth Hongqiao International Economic Forum set up a parallel session on intellectual property for the first time this year, co-hosted by China Council for the Promotion of International Trade (CCPIT), National Intellectual Property Administration of China (CNIPA) and NCAC. As a highly professional and high-level parallel session, it showcases China’s efforts and achievements in strengthening IPR protection and improving business environment from multiple perspectives, boosts foreign enterprises’ confidence in trade and investment cooperation with China, and demonstrates China's responsibility as a major power in building a fair, transparent and open business environment.
