On June 21, the 11th Plenary Session of the Inter-ministerial Joint Conference on Promoting the Use of Legitimate Software was held in Beijing. Mr. Zhang Jianchun, Vice Minister of the Publicity Department of the Central Committee of the Communist Party of China (CPC), presided over the session and delivered a speech.

At this session, it is pointed out that continuously and deeply promoting the use of legitimate software is a must for implementing the new development concept, building a new development pattern, and promoting high-quality development in light of the new development stage. In 2021, the Joint Conference members followed the instructions of the CPC Central Committee and the State Council, and achieved remarkable results in promoting the use of legitimate software despite of the COVID-19 pandemic by strengthening work deployment, supervision and assessment, and improving long-term mechanism, work styles and methods. All these effectively increased the innovation vitality of software enterprises and promoted the healthy development of software industry, thus giving both new momentum to the high-quality development of digital economy and important support for the security of information technology and information.

At this session, it is stressed that 2022 will be an important year for China’s building a modern socialist country in an all-round way and embarking on a new journey towards the second centennial goal. To promote the use of legitimate software in 2022, the Joint Conference members should enhance their understanding, consolidate the long-term mechanism, strengthen the coordination and cooperation among the members, continue to enhance joint efforts, jointly and properly handle new situations and problems, and effectively prevent infringement and piracy; the members should focus on key industries, expand work achievements, and intensify the promotion of the use of legitimate software in important industries such as education, health care and leading private enterprises while deepening the promotion of the use of legitimate software in state-owned enterprises and institutions in banking and insurance, securities and futures industries; the members should strengthen supervision and inspection, hire third-party audit institutions to inspect on-site the use of legitimate software in institutions at all levels, continue to promote the use of legitimate software for industrial design, and strengthen the inspection of R&D and production companies; the members should serve industry development, give full play to centralized procurement, promote joint procurement and on-site authorization, standardize software configuration, strengthen asset management, and provide technical training and service guarantee; the members should do well in publicity and training, including carrying out activities to publicize the use of legitimate software to mark the 20th anniversary of the implementation of The Regulations for the Protection of Computer Software, so as to create a good social environment of using legitimate rather than pirated software, and promote the work of using legitimate software to a new level.

The session was attended by leading officials of the Joint Conference members as well as relevant departments. The Joint Conference’s Work Report for 2021 and Work Plan for 2022 were reviewed and approved at the session.
