NCAC Established a “National Copyright Innovation-driven Development Base” in Pudong, Shanghai

Recently, the National Copyright Administration of China (NCAC) approved the establishment of a “National Copyright Innovation-driven Development Base” in Pudong New Area, Shanghai. This is the second of its kind established by NCAC in recent years, with the first established in Qianhai Shenzhen-Hongkong Modern Service Industry Cooperation Zone in Shenzhen in September 2019.


On November 12, at the Celebration of the 30th Anniversary of the Development and Opening-up of Pudong, President Xi Jinping clearly entrusted Pudong New Area with the strategic tasks of building itself into a leader in socialist modernization, a pioneer of reform and opening up at a higher level, and a vanguard in fully building a modern socialist country. Pudong New Area, as a pioneer in China’s innovation-driven development, is a core carrier for building Shanghai into an international center in terms of economy, finance, trade, shipping, and technological innovation. With rich copyright resources and sound copyright environment, the area has unique comparative advantages in optimizing copyright transaction models, promoting copyright value transformation, exploring copyright financial innovation, influencing the Yangtze River Delta, the Yangtze River Economic Belt and the whole country, and helping China’s copyright industry go global.


In the approval, NCAC required the area to earnestly follow the principles of President Xi Jinping’s important speech at the Celebration of the 30th Anniversary of the Development and Opening-up of Pudong, be fully aware of its new development direction and missions, and seize the opportunities brought by the construction of the free trade pilot zone and the integrated development of the Yangtze River Delta, so as to strengthen copyright creation, protection, and utilization, innovate copyright work systems and mechanisms, promote high-quality development of copyright industry, and accumulate experience and explore new ways to build China into a copyright power.
