The Symposium of the 30th Anniversary of the Promulgation of the Copyright Law and the Founding of the Copyright Society of China Held in Beijing

Thirty years ago, on September 7, 1990, the Copyright Law of the People’s Republic of China was officially promulgated. It was in the same year that the Copyright Society of China (CSC) was founded. To commemorate this momentous day, CSC organized the Symposium of the 30th Anniversary of the Promulgation of the Copyright Law and the Founding of CSC in Beijing on September 7, 2020.


More than 80 new and recognized experts from the copyright circle  gathered together to recollect the precious memories of the Copyright Law legislation, amendment, enforcement and implementation. Long Xinmin, Member of Advisory Committee of the Central Marxist Theory Research and Development Project, and former Minister of Administration of Press and Publication (National Copyright Administration of China), and Yu Youxian, former Commissioner of Administration of Press and Publication (National Copyright Administration of China), attended and addressed the symposium. The symposium was chaired by Yan Xiaohong, Vice Chairman of the CPPCC Culture and History Study Committee and CSC Chairman.


Ren Jianxin, former Member of the Secretariat of the CPC Central Committee, former Secretary of the Commission for Political and Legal Affairs of the CPC Central Committee and former President of the Supreme People’s Court, Liu Binjie, Member of the Standing Committee & Chairman of the Education, Science, Culture and Health Committeethe of the 12th National People’s Congress, and former Minister of General Administration of Press and Publication (National Copyright Administration of China), Cai Fuchao, former Vice Minister of the Publicity Department of the CPC Central Committee and former Minister of the State Administration of Press, Publication, Radio, Film and Television (National Copyright Administration), and Liu Gao, former Deputy Commissioner of Administration of Press and Publication (National Copyright Administration of China), as well as famous musician Wang Liping and Gu Jianfen, sent to the symposium congratulatory messages, in which they congratulated on the 30th anniversary of promulgating the Copyright Law and of founding CSC. According to respected professionals of the older generation who were a part in China’s copyright development, the 30 years from 1990 to the present is a process in which China’s copyright legal system has grown from scratch and continues to improve, a process in which copyright protection consolidates and achieves remarkable results, a process in which the copyright administration system becomes increasingly mature and the professional team embraces continuous expansion; a process in which copyright trade and services have grown from small to large, and from weak to strong; a process in which the copyright industry gradually becomes a pillar of the national economy; and also a process in which China integrates into the international copyright community and gradually shoulders its responsibility as a major power. Over the past 30 years, China’s copyright undertakings have made active contributions to developing a socialist power in culture and achieved remarkable results. They wished a brighter future for China’s copyright development.


At the symposium, Long Xinmin and Yu Youxian acknowledged the positive impact of promulgating the Copyright Law on the prosperity of China’s copyright undertakings, and lauded the great contributions of China to international intellectual property cooperation. They also recalled their personal experiences in drafting and promoting the Copyright Law, and envisioned the bright future of China’s copyright undertakings.


The symposium was also attended by Shen Rengan, former Deputy Commissioner of the National Copyright Administration of China and former Chairman of CSC, Song Yushui, Vice Chair of the All-China Women’s Federation and member of the Party Leadership Group, Vice President, and Director of the Political Department of Beijing Intellectual Property Court, Zhang Kangkang, Vice Chair of China Writers Association, Counselor of the State Council and well-known writer, Liu Hua, Director of WIPO China Office, Yan Chongnian, well-known historian, Shi Guoliang, well-known painter, Zheng Yuanjie, well-known writer, and Du Zhenjie, well-known performing artist.


Yu Cike, Director General of Copyright Department of the Pubilicty Department of the CPC Central Committee, pointed out in his speech that the promulgation of the Copyright Law was a milestone marking a new era and a new chapter for China’s copyright undertakings. Over the 30 years since the promulgation of the Copyright Law, with the great attention of the CPC Central Committee and the State Council to copyright development and with unremitting efforts of copyright professionals,  China’s copyright system has grown from scratch with gradual improvement, and the copyright undertakings have made world-stunning achievements. CSC came into shape in the same year as the Copyright Law, and has fully participated in China’s copyright development. China’s copyright undertakings will start anew to blaze a new trail and achieve even more brilliant results. China’s copyright professionals will shoulder their responsibilities, fulfill their mission, seize new opportunities and make new contributions.


At the symposium, Zhang Kangkang, Yan Chongnian, Wang Ziqiang, former Director General of the Policy Department of the State Administration of Press, Publication, Radio, Film and Television, Zhu Bing, former Director General of the Culture Office of the Education, Science, Culture and Health Committee of the National People’s Congress, Lin Guanghai, Deputy Chief Judge of the Third Civil Court of the Supreme People’s Court, Li Shunde, Researcher of Law Institute of the Chinese Academy of Social Sciences, Huang Qiang, Party Secretary and President of People’s Education Press, and Zhang Lingyun, Founder and President of Zhangyue Technology Co., Ltd. and others discussed from different aspects, such as legislation, justice, academics and industrial development, recollected their memories regarding the legislation, amendment and implementation, and shared their insights on the important role of the Copyright Law in works creatation and the social cultural development in China.


More than 80 representatives from copyright administrative, legislative and judicial authorities, universities and copyright enterprises participated in the symposium.
