The Added Value of China's Copyright Industries in 2017 Exceeded CNY 6 Trillion, Accounting for 7.35% of GDP

Recently, Chinese Academy of Press and Publication released the survey results of the Economic Contribution of China's Copyright Industries in 2017. The data showed that, the added value of China’s copyright industries in 2017 reached CNY 6,081.092 billion, accounting for 7.35% of GDP and increased by 0.02% compared with that in last year; the number of urban employees engaged in copyright industries was 16.7345 million, accounting for 9.48% of the total number of urban employees of whole country; the value of exporting copyright industry products was USD 264.773 billion, which accounted for 11.70% of the total commodity exports of whole country. Among them, the added value of core copyright industries was CNY 3,815.59 billion with 4.61% of GDP and increased by 0.03% compared with that in last year; the number of the employees engaged in the core copyright industries in cities and towns was 9.1498 million, accounting for 5.19% of the total number of employees in the cities and towns of whole country; the value of exporting core copyright industry products was USD 4.564 billion, accounting for 0.20% of the total commodity exports of whole country.

Since the 18th CPC National Congress of the Communist Party of China, the Party Central Committee and the State Council have attached great importance to the intellectual property including the copyright. The State Council has issued the "13th Five-Year Plan" on National Intellectual Property Protection and Utilization to implement the intellectual property strategy deeply. According to the deployment and requirements of the Party Central Committee, the National Copyright Administration (NCAC) issued the 13th Five-Year Plan on Copyright Work to make a comprehensive arrangement for the copyright work during the 13th Five-Year Plan of China. By insisting on the innovation of systems and mechanisms, constantly improving the copyright supervision system, carrying out special governance such as the Jianwang Campaign, promoting the copyright publicity, training and demonstrative establishment deeply, cultivating the copyright trading service platforms in whole copyright industry of China, the copyright protection has been strengthened continuously, the level of social service for copyright raised obviously, the public awareness of copyright improved greatly, and the copyright industries has developed healthily. From 2013 to 2017, the added value of China’s copyright industries increased from CNY 4,272.593 billion to CNY 6,081.092 billion, the industry scale increased by 42% in these five years, and the proportion to the national economy increased from 7.27% to 7.35% with an increase of 0.08%. Especially the core copyright industries, such as digital information technology, mobile games and network audio-visual programs, grew rapidly, which made positive contributions to the high-quality economic development of China.

From 2013 to 2017, the number of the employees engaged in copyright industries in cities and towns of China increased from 16.4381 million to 16.7345 million, and the proportion to the total number of employees in the cities and towns of whole country increased from 9.08% to 9.48% with an increase of 0.40%, which played an important role in promoting the employment and maintaining the social stability.

In the foreign trade, impacted by the recession of the world economy in recent years, the value of exporting copyright industry products in China dropped from USD 291.234 billion to USD 264.773 billion from 2013 to 2017, and the proportion to China's commodity exports also decreased, but the proportion had remained above 10%. However, with the moderate recovery of the world economy in the recent one or two years, the foreign trade of China’s copyright industries has shown a trend towards stabilization and improvement. The value of exporting copyright industry products in 2017 increased by 9.6% compared with that in 2016, turning the scale of two consecutive years of decline in exports, accounting for 11.70% of the total commodity exports of whole country, with an increase of 0.18% higher than that in 2016.

Concept and Effect of Copyright Industries


The World Intellectual Property Organization (WIPO) defines the copyright industries as the activities or industries in which the copyright can play a significant role. Based on the roles, WIPO has identified four classes of copyright industries: core copyright industries, which refer to the industries whose output values come from the copyright, such as publishing, sound recording, films, radio and TV, software and network; interdependent copyright industries, involved in the TV and video tape recorders that facilitate the core copyright industries; partial copyright industries, referring to the industries related to the copyrights, such as architectures, textiles, furniture, toys and lamps; non-dedicated support industries that promote the copyright dissemination and releasing, such as transportation, wholesale and retail. The copyright has different positions and roles in the value creation of above four classes of industries.


Copyright industries are the wisdom-intensive industries, and have the characteristics of high technology, high intelligence, high efficiency, low consumption and low pollution. Modern copyright industries are not only the integration of culture and economy, but also the combination of high-tech and modern service industry, which have integrated the science and technology, cultural creativity and business operation closely.

Copyright covers many fields, such as the literature and art, press and publications, radio, film and TV, culture and entertainment, arts and crafts, architectural appearance, computer software, and information network. With the economic globalization and the development of knowledge economy, it has become a more and more important production factor and wealth resource, and plays an increasingly important role in promoting economic and social development. Based on copyright creation, production, dissemination and consumption, the copyright industries, with copyright protection as the means and the intellectual creativity as the source, have developed rapidly, and their position and role in the national economy have become more and more prominent. It is widely believed by the international community that they are an important support and component of knowledge economy and their development level has become a basic ruler to measure the innovation ability and core competitiveness of a country or region.

At present, more than 40 countries in the world have carried out the research on the economic contribution of copyright industries according to the classification and standards of WIPO. China has carried out the research on the Economic Contribution of China's Copyright Industries continuously since 2007.
