2018 National Conference on Copyright Protection in Digital Environment Held in Beijing

On April 26th, the 18th World Intellectual Property Day, National Copyright Administration (NCAC) held 2018 National Conference on Copyright Protection in Digital Environment in Beijing. Representatives from administrative agencies, judicial system, copyright industry, academic community, and law practitioners attended the conference. Under the theme of Protecting Creation and Promoting Utilization, the attendees discussed extensively on creation, protection and utilization of online copyright.


Yan Xiaohong, Vice Chairman of Cultural, Historical Records and Study Committee of the 13th National Committee of the CPPCC and Chairman of Copyright Society of China (CSC), attended and addressed the conference. He recognized copyright protection in China as with firm determination and prominent achievement and made suggestions for solving existing problems in this regard. Amendment and optimization of the legal system should be expedited with the guidance of the legislature. Copyright should be rigorously protected and efforts should be made to establish a mechanism of social co-governance characterized by judicial protection, governmental supervision, industrial coordination and corporate self-discipline. Resources should be allocated in a scientific way to encourage more creations of quality.


Chen Hongbing, Director of WIPO China Office read the congratulatory letter from Wang Binying , WIPO Deputy Director General. Wang Binying noted in the letter that innovation and copyright protection had become significant drivers of China’s cultural and creative economy. The wisdom and experience, which China has demonstrated in handling copyright issues in digital environment, would benefit globally all stakeholders in intellectual property. Chen Hongbing said that it was urgent to develop regulations of copyright in digital environment, and intellectual property work in digital environment should better serve other industries.


Yu Cike, Director General of Copyright Department of NCAC, delivered a keynote speech at the Conference. He suggested promoting innovative culture, protecting creation and giving impetus to utilization, which was an effective way to fulfill people’s pursuit for good life and solving the social main contradiction. It was also the inevitable requirement of practicing innovation-driven development strategy and economy growth with high quality, and was a indispensable factor in stimulating creation vigor of the entire nation and prosperity of socialist culture. We were supposed to utilize multiple means so that innovative creations can be protected by efficient copyright law enforcement, be stimulated by optimized high-quality copyright services and be reciprocally benefited by extensive international communication.


Jian Qin, Vice President of China Mobile, Xiong Xiaoge, Global Chairman of IDG Capital, Gong Yu, founder and CEO of iQIYI, Song Yushui, Vice Chief Judge and Director of Politics Division of Beijing Intellectual Property Court and Adjunct Vice Chairman of All-China Women’s Federation, Cheng Wu, Vice President of Tencent and CEO of Tencent Pictures, Ren Zhonglun, Board Chairman and Secretary of the CPC Committee of Shanghai Film CO.,LTD., Ge Ke, CEO of Kingsoft Office Software attended the conference and gave a subject-oriented speech.


During the Conference, “Top 10 typical cases on copyright infringement and piracy of 2017” was announced jointly by NCAC and National Office Against Pornography and Illegal Publications. Memorandum on Cooperation in Copyright Protection in Digital Environment was signed between the Copyright Department of NCAC, the Monitoring Centre of CSC, and MIGU Co., Ltd. Annual Report 2017 of Copyright Protection in Digital Environment of China was issued by China Academy of Information and Communications Technology.


Relevant themes were also discussed including new technology transformation and innovation in copyright in digital environment, copyright protection and norms for short videos and animations and “Her Power” for copyright in digital environment in new era.
