Seminar on the Copyright Protection of Audiovisual Performances was Held in Beijing with the Beijing Treaty to Make the World
Copyright Protection System More Complete

The Seminar on the Copyright Protection of Audiovisual Performances was held in Beijing on July 26. Under the guidance of the National Copyright Administration of the People’s Republic of China (NCAC), the seminar was jointly sponsored by the Beijing Municipal Bureau of Copyright and the World Intellectual Property Organization (WIPO) Offices in China, with the purposes of publicizing the Beijing Treaty on Audiovisual Performances (hereinafter referred to as the Beijing Treaty) and making efforts for its early entry into force.


The Beijing Treaty was concluded during the Diplomatic Conference on the Protection of Audiovisual Performances in Beijing on June 26, 2012. At present, the Treaty has been approved by 17 countries. The Beijing Treaty has updated the regulations on the protection of singers and actors formulated in the Rome Convention for the Protection of Performers, Producers of Phonograms and Broadcasting Organizations (1961) in the light of the digital era. It grants the performers economic rights and some moral rights in the performances which have been recorded and unrecorded, with the term of protection of at least 50 years. The ratification and entry into force of the Beijing Treaty will have positive impact on all WIPO members. Meanwhile, it will also bring benefits to countries and performers in economic development, status improvement of audiovisual performers and cultural diversity.


Yu Cike, Director General of Copyright Department of NCAC, said that the Beijing Treaty has global significance, and would further complete the existing copyright system.


Chen Hongbing, Director of the WIPO Offices in China, said that we hoped the Beijing Treaty, as an integral part of the legal framework of global copyright, would better protect performers’ rights, and bring about greater benefits to the cultural, economic and social development of WIPO members.


Yang Shuo, Director General of the Beijing Municipal Bureau of Copyright, said that with the Beijing Treaty as an opportunity, Beijing would made full efforts to build an international copyright capital. We would actively promote the treaty’s early entry into force, carry out publicity and interpretation of the Treaty, promulgate policies and services system, establish and improve the copyright management mechanism and attract high-end creative enterprises and talent aggregation entrepreneurship, so as to create a long-term mechanism for international copyright exchange and trade.


At the seminar, experts and scholars delivered keynote speeches from four perspectives including performers, experts and scholars, producers of audiovisual programs and the government.
