Copyright Law Enforcement Inspection was Launched by the Standing Committee of the NPC

In order to deepen the implementation of the innovation-driven development strategy, speed up the construction of a powerful country in intellectual property rights, solidly promote the building of a socialist cultural power, and comprehensively enhance the level of legalization of the copyright work, the Standing Committee of the NPC would carry out inspection on copyright law enforcement in various provinces and municipalities.


The reporter learnt from the first plenary meeting of the Copyright Law Enforcement Inspection Group of the Standing Committee of the NPC held in Beijing on May 26 that the inspection on the implementation of the Copyright Law was a specific measure of the Standing Committee of the NPC to implement relevant decisions of the Party Central Committee, promote the deep implementation of the innovation-driven development strategy and speed up the construction of a powerful country in intellectual property rights and culture, as well as an important supervision work carried out this year.


After years of efforts, China has now established a comprehensive copyright law system in line with international rules. The Copyright Law has been implemented for 26 years, but not yet fully in place. There are still some urgent issues need to be resolved according to law. The law enforcement inspection group required that the problem-oriented principle should be adhered to in the law enforcement inspection work, key issues influencing law enforcement should be firmly grasped based on a comprehensive understanding of the implementation of the Copyright Law, and the inspection should focus on the following contents: the overall situation of the reform and development of China’s copyright career and follow-up working ideas and initiatives; the situation of promoting the creation and use of copyright, strengthening public services, and promoting the development of cultural undertakings and cultural industries; the situation of combating infringement and piracy, and strengthening copyright protection and management, especially in terms of copyright protection and collective copyright management in the network environment; main issues in the implementation of Copyright Law; suggestions to amend and improve the Copyright Law.


It was understood that the inspection group would be divided into five sub-groups, leaving for Beijing, Shanghai, Fujian, Guangdong and Qinghai to carry out inspections in late May to early July, while the Standing Committee of the Provincial and Municipal People’s Congress in Tianjin, Hebei, Inner Mongolia, Shandong, Henan, Hunan, Chongqing, Guizhou and Sichuan would be delegated to inspect the implementation of the Copyright Law in their respective administrative region. In late August, the Standing Committee of the NPC would listen to and review the reports on the inspection of the implementation of the Copyright Law.
