On November 16, Zhang Jianchun, Vice Minister of the Publicity Department of the CPC Central Committee, visited China Braille Press and China Cultural and Information Service Center for the Visually Impaired (Braille Library of China).

Zhang Jianchun listened to a briefing on the publication and service of books for the visually impaired, given by Zhou Changkui, Secretary of the Leading Party Members Group of China Disabled Persons’ Federation (CDPF), Vice Chairman of the 7th Presidium of CDPF, and Chairman of the Board of Executive Directors of CDPF, Huang Jinshan, Secretary of the Party Committee and President of China Braille Press, and Zhu Bing, Director (Curator) of China Cultural and Information Service Center for the Visually Impaired (Braille Library of China), and conducted field research in the Braille Reading Room, Large Print Reading Room, the Visually Impaired Cultural Museum, Touch Museum, Qral Video Museum and so on. Zhang Jianchun affirmed the achievements made by China Braille Press and China Cultural and Information Service Center for the Visually Impaired (Braille Library of China) in producing and publishing books for the visually impaired and protecting the cultural rights and interests of the visually impaired.

Zhang Jianchun pointed out that the ratification of the Marrakesh Treaty by the Standing Committee of the National People’s Congress on October 23, 2021, fully demonstrated the government's concern and care for the disabled and reflected China’s mission in the protection of human rights as a major cultural and responsible country. The Marrakesh Treaty will enter into force three months after China deposits its instrument of ratification with the World Intellectual Property Organization (WIPO). At present, National Copyright Administration of China (NCAC) is carrying out relevant work to prepare for the full implementation of the Treaty after ratification. It is hoped that China Disabled Persons’ Federation, China Braille Press, and China Cultural and Information Service Center for the Visually Impaired (Braille Library of China) will continue to support by actively publicizing the important measures and significance of the implementation of the Treaty to the visually impaired groups, doing a good job in the production and supply of accessible format copies, and mobilizing the associations of the blind, schools for the blind , libraries and other parties to deeply participate and form a joint force, so that the implementation of the Treaty can truly benefit the visually impaired with more sense of gain, happiness and security.

Yu Cike, Director General of Copyright Department, Zhao Xiuling, Deputy Director General of Copyright Department, Yang Fang, Deputy Director General of Publication Department of the Publicity Department of the CPC Central Committee, and Sun Yu, Deputy Director General of China Archives of Publications, among others, participated in the research.
