The sixth plenary meeting of the promotion of the software legalization inter-ministerial meeting was held on February 28, presided by the Director General of China's National Press and Publication Bureau of Radio and Television (National Copyright Administration) Nie Chenxi. The meeting conveyed important instructions concerning software legitimization of Wang Yang, member of the Politburo of the CPC Central Committee and Vice Premier of China. This meeting also summarized the work of promoting software legitimization in 2016 and discussed the 2017 working plan.

The meeting held that the 2016 inter-ministerial joint meeting has conscientiously implemented the arrangements from the State Council, in accordance with the working principles of promoting the implementation of subject responsibility, standardization of usage management, protection of information security, strengthened coordination, service guidance, supervision and inspection, successfully completed all challenging tasks and realized a successful initiation of the "Thirteenth Five-year Plan". Breakthroughs were achieved especially in four areas: First, breakthrough has achieved in the promotion of a long-term mechanism. The introduction of the "the Configuration Standards for General Office Equipment in Central Administrative Agencies", requiring central administrative agencies to preload legitimized operating system software when configuring computer equipment. Such measures have promoted the introduction of "Assessment Methods for Government Agencies to Utilize Legitimized Software" in 20 provinces (autonomous regions and municipalities), in the same time, improved the regulations concerning the procurement of computer hardware and software in 11 provinces (autonomous regions and municipalities). Secondly, breakthrough has achieved in the management of software utilization. The  preparation and introduction of the "Working Guidance of Legitimized Software Management " provided a viable, operational accounting model of legitimized software management system. Thirdly, breakthroughs has achieved in supervision and inspection. The participation of commissioned professional third-party has contributed to the full-coverage of software examination in central departments, as well as the entire provisional governmental agencies in 3 provinces. Fourth, breakthrough has achieved in information management. Legitimized software information platform has been built, uniformly managing national software legitimization related information. Accordingly, software inspection facilities has been developed, improving significantly the efficiency of inspection.

Director General Nie pointed out in his speech that the Central Committee of the Communist Party and the State Council attached great importance to the work of software legitimization. During the implementation of the "Twelfth Five-Year Plan", the State Council incorporated software legitimization into the national anti-infringement and counterfeiting work. The campaign of software legitimization shall be conducted jointly with the research, deployment and advancement of combating counterfeiting products. Under the inter-ministerial joint meeting mechanism, the members of the joint meeting last year conscientiously implemented the requirements of the State Council, working cooperatively to promote work on a solid foundation, carrying out generous amount efficient work, jointly achieving new progress on software legitimization. As substantive achievements have been made, we must also realize that there still exist problems and difficulties. New situation and problems are emerging while the old ones remained to be resolved completely, which requires our great attention and promptly response.

Director General Nie also putted forward four requirements in 2017 on the promotion of software legitimization. First, we must further strengthen the coordination and cooperation. The wide range of work involved, the strong policy character as well as the difficulty of coordination, all contributed to the complexity, severity and protracted nature of software legitimization. It requires to maximize the special function of the joint meeting, and put together the wisdom and resources of the member units, solving problems and advancing work in a cooperative manner.

Secondly, to further strengthen supervision and inspection. More efforts need to be put to supervision and inspection on a regular basis, to ensure that the policy measures can be truly implemented. Utilize comprehensively legislative, administrative, technical and other measures to promote the formation of regular mechanism. Attention shall be given to responsibility regulations, original supervision, asset management as well as assessment and evaluation, to promote the full coverage of administrative investigation of software legitimization, especially through professional and technical measures. At the same time, state-owned enterprises as well as large and medium-sized financial institutions must take the lead in promoting software legitimization among enterprises, stronger measures shall be taken to promote software legitimization in local state-owned enterprises. Furthermore, we must promote the implementation in local and grass-roots units, incorporating such work in budget planning, asset management, information security, internal auditing and many other aspects, so that it can be implemented in accordance with laws and regulations through the working process.

Thirdly,to further promote the profound integration of software legitimization and informatization. The State Council issued the "Outline of National Information Development Strategy", which raised fundamental breakthroughs including core enssential technologies, basic software included. According to feedbacks from various regions and departments, the current integration of software legitimization and information technology is insufficient. In fact, the software itself also forms an essential part of information technology, but problems still esxit in the implementation and promotion process, generating adverse impact to the development and application of software promotion. Therefore, the inter-ministerial joint meeting, through the deepened integration of this project and information technology, shall further stimulate the innovation vitality of software enterprises, promoting the rapid development of China's software industry, enhancing the  level of information construction.

Fourth, to further promote publicity and training. The current public awareness of copyright protection is yet to be improved,more attention is required in some areas and divisions. It is of vital importance to strengthen training, promote successful experience and practice, and let those practices playing a leading enssential role. Utilizing bilateral and multilateral cooperation and cummunication mechanisms while promoting publicity and communication of software legitimization,presenting the achievements of software legitimization from various means and aspects.

The meeting reviewed and approved the "Working Report of 2016 on Promoting the Use of Legitimized Software" and the "Working Plan of 2017 on Promoting the Use of Legitimized Software."
