According to the arrangement of the Inter-ministerial Joint Conference on Promoting the Use of Legitimate Software, the third-party parties with no government ownership or affiliation were hired by the National Copyright Administration of China (NCAC) to inspect the software used by government agencies, state-owned enterprises and financial institutions. The inspection of 205 entities and 45,385 computers showed that 100% of anti-virus software, 99.25% of operating system software, 98.55% of office software and 99.99% of industrial design software were legitimate.
